Happiness is a resource that gets spent at certain actions and affects build time of its colony. Values below 0 lead to longer build times and may attract Cultists. Launching colony ships or space stations deducts a predictable amount of happiness. There is also a cap (9,223,372,036,854,775,807) for the maximum amount of happiness (or theorically, UNhappiness) you can accumulate on each planet while each planet's happiness is independent from the other.

Waste is the excess produced with any kind of production. Used wisely it can be a valuable resource that can be turned into other needed resources. Used poorly it can turn into pollution that will decrease your empire's happiness. Without happiness you will be unable to colonize other planets.
