Spy changes and some bug fixes.

- Spies need working infrastructure. (No training or assignments if facilities are in need of repair.)
- Tutorial doesn't restart if fissure blows up capitol.
- Enforcement of spy limits. See Spy Changes in wiki for details.
- Mercenaries assigned when bought.
- Mod: Excavators and ships on chain duty are targets for spies. (Sabotage Resources)
- Seized Stars and various spy diciplines now in stats.
- Fissures have work timers turned off on creation.
