The Interstellar Broadcast System helps you spread your culture to other stars, increasing your influence and power.

This increases the influence of the Space Station by 1 point per level.

The Interstellar Broadcast System increases the range by 10 spaces per level of the IBS (Interstellar Broadcast System). 

Note: This increase in range is important for a station since the Station can only exert it's influence over stars that you've taken control of.  A Range of 10 will likely only allow you to seize control over the current system and the neighboring stars.
